Chief Property & Assets Officer Lead the strategic management of a $1 billion+ property portfolio One of Western Sydney’s largest councils and investment regions is seeking an experienced and commercially minded Chief Property & Assets Officer to lead the strategic management, development and optimisation of a significant property portfolio.

The role provides strategic leadership across property, asset management, facilities, development and parking, acting as the organisation’s nominal owner and client representative for its property assets.

About the role Reporting to the Executive Director, Finance & Information, you will lead the Property Development & Assets function and provide strategic direction across a complex and diverse portfolio.

This is a role with both strategic and commercial influence. You will be responsible for ensuring the organisation’s property assets are actively managed, optimised and positioned to support future growth, while balancing financial sustainability, community benefit and broader organisational priorities.

Key responsibilities include:

• Developing and implementing the strategic direction for the property and asset portfolio, aligned with the Property Strategy, Asset Management Strategy and Community Strategic Plan.
• Leading the strategic management and optimisation of a $1 billion+ property portfolio, ensuring assets generate maximum long-term value.
• Acting as the nominal asset owner and client representative for significant property projects from planning and feasibility through to delivery and ongoing operation.
• Leading the Building & Facilities function to optimise asset lifecycle performance, cost, compliance, risk and service outcomes.
• Providing strategic leadership to the Development Management team, identifying opportunities for new development, redevelopment and value creation across the portfolio.
• Maximising commercial and community outcomes from property assets, including car parks, public domain and other income-generating assets.
• Leading parking strategy, operations, policies and frameworks, with a focus on both service outcomes and commercial performance.
• Identifying, developing and managing relationships with potential joint venture, development and investment partners.
• Overseeing feasibility studies, business cases and investment proposals, assessing commercial viability, risk, opportunity and long-term value.
• Providing strategic oversight of property transactions, including acquisitions, disposals, leases, licences, easements, valuations, reclassifications and landowner consents.
• Providing expert property advice across the organisation, including statutory property matters.
• Leading strategic accommodation planning and future workplace requirements.
• Working collaboratively across the organisation on Voluntary Planning Agreements, ensuring property and development outcomes deliver strong community benefits.
• Ensuring property asset plans and programs align with the Delivery Program, Operational Plan and broader organisational priorities.
• Driving effective property portfolio reporting, systems integration, financial management and performance measurement.
• Identifying opportunities to improve the performance, utilisation and strategic value of underperforming or underutilised assets.
• Leading, coaching and developing a high-performing multidisciplinary team and strengthening organisational capability in property and asset management.
• Building strong relationships with senior executives, elected representatives, internal stakeholders, community organisations, contractors, government agencies and external development partners.

About you You are a senior property, asset or development professional with a strong track record of managing complex portfolios and delivering strategic, commercial and community outcomes within a large and highly accountable organisation.

You will bring:

• A relevant tertiary qualification in property, valuation, asset management, project management, engineering, architecture, building science or a related discipline.
• Significant senior-level experience in property portfolio management, asset management, property development or a related discipline, ideally within a large and commercially focused organisation.
• Demonstrated experience developing and implementing property and asset management strategies across complex portfolios.
• Experience managing significant property assets and translating strategic opportunities into tangible commercial and organisational outcomes.
• Strong understanding of property development, redevelopment, transactions, facilities management and asset lifecycle management.
• Demonstrated commercial acumen, including experience assessing investment opportunities, business cases, feasibility studies and development partnerships.
• Knowledge of the car parking sector and parking operations.
• Experience leading multidisciplinary teams and delivering complex property, development and capital projects.
• Strong financial management, budgeting, business case and project management capability.
• Experience managing complex contracts, negotiations and stakeholder relationships.
• An understanding of the legislative, operational and political environment of local government.
• Exceptional relationship-building, negotiation and influencing skills, with the confidence to work across executive, political, commercial and community environments.
• Strong analytical capability, strategic judgement and the ability to identify opportunities while effectively managing risk.
• Highly developed written and verbal communication skills.
